The applicant and his/her parents are both foreign nationals.
- Eligible if both parents and the applicant acquired a foreign nationality before the applicant enrolled in a curriculum that is equivalent to the high school level of education in Korea.
- Neither the applicant nor his/her parents hold Korean citizenship.
An applicant (including his/her parents) with dual citizenship shall not be eligible even if he/she acquires Korean citizenship.

The applicant has completed all educational courses equivalent to the elementary and secondary education level in Korea in a foreign country.
- An applicant who has graduated (or is expected to graduate) from a regular high school abroad, or an applicant who is recognized as having an equivalent academic background in accordance with relevant laws and regulations.
- A prospective graduate who can graduate prior to admission at the TSU.
- As for education levels, TSU accepts regular curriculum programs recognized by relevant laws and regulations of the Republic of Korea and the country providing the education to the applicant.
- Academic qualifications such as the Qualification Exam, homeschooling, and cyber (online) learning shall not be accepted by TSU.
Interpretation and recognition of school systems and academic backgrounds shall be determined according to relevant laws and regulations.

The applicant holds a score of level-3 or higher in the Test of Proficiency in Korean (TOPIK).

The applicant has no grounds for disqualification in applying and receiving a student visa (D-2-1 category).
